Tell Staff First ...
Hold meetings to tell staff about any significant change in the business, before they hear about those changes through unofficial sources. If staff learn of changes from the company grapevine, it is more likely to emphasis the bad points about the change. Once staff are biased against a project, it is often difficult to make them change their mind. At the meeting (or beforehand) ask staff what they have already heard about the proposal. This gives you the opportunity to correct any wrong impressions the rumor line may have already given.
